Instead of having a carpenter ready a book case for you from scratch you can get yourself a prefabricated book case that just requires assembly. Ikea and other furniture stores should have these available for you. Either they are made from solid wood, which is always better, or they are made from lighter and cheaper particle board. To get started decide on what color of paint you want to apply on the book case as painting the individual components before assembly is the best thing to do.

For particle boards make use of 120 sandpaper since they come with a laminate coating. Also remember not to damage the upper surface due to excessive sanding as that shall destroy the shine. Once the boards are ready to be painted, apply the paint that you want to go on the book case.
If you have a particle board fabricated book case then do not apply wood stain as that shall damage the product. Instead only paint it after applying a layer of paint primer for wood. Otherwise, you are free to use just wood stain to get a natural glaze and texture from the book case. Once the painting is over, you can get down to assembly, which requires only the appropriate type of screwdriver.
